Preface 　　This is an ancient town with a history as long as 2000 years and an experience with 3 kingdoms. This is a rich land on Yungui Plateau, with abundant resources and culture. 　　The Mountain-- A Trace of Culture 　　A long last beauty lies on the mountain, and a successive grace exists in the culture.Xiushan Mountain, is with cultural depth though it is no taller than 200 meters. 　　 　　For thousand of years, different cultures from south-east China and Central China took their roots here and formed a unique style of art-- inscriptions. What’s more, the Confucianism, Buddhism and Taoism are in harmonious coexistence in this mountain. 　　Literature tycoons and other celebrities came here and use their talent to build Xiushan Mountain into a literary shrine with literature, calligraphy, architecture and carving, and with high achievement in plaques and couplets. 　　Trees and flowers from ancient times, plaques and couplets with high values, these are what made of this famous mountain, with long-lasting gracefulness and ever-standing history. 　　The Town--A Poetic Inhabitant 　　Every morning, this ancient town, Tonghai, is waked up by the sound of footsteps, and followed by “tap-tap”, the sound of silversmith and copper-smith at work. With the craft handed down from generation to generation, they make a living. 　　It is a tradition to respect Confusion and value culture. Confucian Temple,a sacred place in the heart of Tonghai people, along with Jukui Pavilion, are guarding the history and civilization of this town, and carrying the memory and dreams from generation to generation. 　　The town is surrounded by lakes and mountains, with similar look as rainy days in Jiangnan Region. Most ancestors of Tonghai people are from Jiangnan Region, so the folk houses here are more like Jiangnan style, such as wood carving, beautiful garden and the elegance in details. 　　In history, memory has it that many streams from the north side of Xiushan Mountain are running through streets and alleys. In recent years, a renewed city-water-system recalled that memory again and present a scene of stream running through streets. 　　History lives in those long alleys. For centuries, Tonghai people live the same life with their peaceful mind, planting flowers, writing poems and enjoying each day of every season. 　　The lack---- Historical legend 　　Qilu Lake, an diamond elbowed into the land of Tonghai, is with amazing view and rich resources, making Tonghai an outstanding figure in history. 　　 　　However, the charm of Qilu Lake is far beyond its water or peacefulness. 　　There are always stories and heroes here. 700 years ago, a Mongolia army conquered Yunnan and 3000 soldiers settled down in Tonghai. From then on, the rich land around Qilu Lake began its journey of being a legendary Mongolia town. 　　About 100 years ago, a legendary temple named “Sansheng Palace” was born contributed by a legendary wood-carving master Gao Yingmei, who spent his best 17 years to carve the windows and doors with his superior craft and left behind an art that penetrates time. 　　History develops as time travels by. More and more legends are written on the land around Qilu Lake. With the fertile soil and traditional way of cultivation, plateau-featured agriculture are booming here. The products are exported to Japan, South-korea, Russia and Southeast Asia countries. 　　In 2015 April, the famous online-shopping company Alibaba, along with some other companies, came to promote its business here. Tonghai has become a pioneer to promote online business in villages ever since. 　　The mountain, the lake and the town support each other and exist together, which made Tonghai a legendary place being famous in history and still prosperous today. 　　This is a land called Tonghai, located in the middle of Yungui Plateau. This is a land with natural look and historical heritage. This is a land as pure and quiet as a poem, displaying its beauty through time.

On July 13, Mr. Sisavath Inphachanh, Consular General of Laos Ministry of Foreign Affairs, led all students from A Training Class of Laos Officials to visit our city as their monitor. 　　They arrived at Maoduoli Group, a local food enterprise, in the morning, and investigated its production and sales. 　　Yunnan Maoduoli Group launched the series of tamarind products, giving impetus to the development of the tamarind food industry in Yunnan, and established its own raw material bases, and brought fortune to local farmers. 　　They also paid a visit to a village named Yani in Xingping County. The brand-new look of Yani impressed them quit much, especially after listening to the introduction about government’s support and all villagers’ co-effort in building a new home after several disasters of mud-slope.

The moment we arrived at flower garden of Yunxiu Flower Company Ltd., our sight were occupied by gorges champagne roses, potted roses in greenhouses, and well-growing seedling in the base immediately. 　　Mr.Duan, the manager, was pretty busy with the construction of another 200 mu of fresh-cut flowers base, but he managed to meet us in the greenhouse, with dirt covering his shoes. 　　“These champagne roses are for the coming peak consumption in March.”Mr. Duan introduced, “Yunxiu roses are always popular in the market. Dozens of orders has been made right after Spring Festival.” We noticed that workers are busy with cutting and packing flowers during our conversation. 　　After we left fresh-cutting flower greenhouse, potted flower greenhouse came next. Gentle pink, joyful red, and fairy purple etc. presented us with a colorful wonderland here. 　　According to Miss Li Mei, office director of the company, most flowers we saw were ordered, two-thirds of which were sold to Vietnam. “The delivery of 4500 pots we sent to Vietnam yesterday will be arriving at Henei this afternoon. Our flowers have been so popular in Vietnam since last year that we were often short of supply.” 　　The flowers are blossoming, so is the business. The key to Yunxiu’s success lies in innovation. Yunxiu, as a leading company in flower industry, has always been focusing on research and development of new breed and new technology since 2006, and never stopped its effort in innovation. Golden Glory and Golden Flame are two new breeds of roses possessed by Yunxiu with independent intellectual property rights. Not to mention, another 2 invention patents, 2 utility model patents and 2 Science and technology innovation and industrialization projects. Yunxiu has made a total sale of 62 million in 2015. Yet an increase of more than 20% is to be expected this year. 　　“As for our plan in this coming new year”, Duan put it, “we would work even harder on innovation. Flower market in China is huge and calls for new breeds and better quality. Good flowers are always short of supply. Innovation is the key to a firm foothold in the market, as a local enterprise, especially as a leading company in our business. Among the 5 new varieties introduced last year, 2 has been tested successfully and ready to be put into large scale planting. Another 3 or 5 new breeds will be introduced and tested this year. During the 4th meeting of the 12th Yunnan People’s Congress, Li Jiheng, Party Secretary and Chief of the Standing Committee of Yunnan Province, visited Yuxi Delegation on the morning of January 23，2016. He shaked hands with all delegates and had a nice talk with them. 　　According to Li Jiheng, Yunnan has made far-better economic and social improvement in recent five years under the strong leadership of General Secretary Xi Jinping and Central Committee. It has been tough to deal with complicate international environment and undertake the pressure of downward economy in China. Yet we managed to build better infrastructure, speed up the pace of industrial transformation and upgrading, and provide better government service, following the idea of restructuring industry, transferring mode and improving people’s livelihood. The following five years is a key phase for Yunnan people to start leapfrog development, achieve more in national unity and progress, become pioneer in ecological civilization and play its role of a radiation center to South and Southeast Asia. 　　Li Jiheng also addressed this meeting as an important one to study and implement the requirements of Central Government, which were put forward in recent central economic conference, poverty alleviation conference and city work conference. 　　Lately，leaders and staff from Foreign and Overseas Chinese Affairs Office of Yuxi visited Zaogutian Village, Anhua Town, Jiangchuan County, Yunnan Province, P. R. China. 　　Zaogutian Village has been slow in economic development for many years and villagers are still struggling for a better-off life. Leaders and staff from Foreign and Overseas Chinese Affairs Office of Yuxi are working on ways of accelerating development of the village. 　　During the visit, conversations with villagers helped them to gather useful information about the village and field-trips to the surroundings found the difficulties setting back Zaogutian’s development, as well as advantages villagers could make use of. Through detailed investigation and careful thinking, leaders of Foreign and Overseas Chinese Affairs Office came up with suggestions to get rid of poverty and expressed their willingness to help. The plan is as follows: 　　To begin with, they will help with organizing trainings on agriculture science and technology. Zaogutian Village is rich in natural resources and favorable in ecological civilization, with which breeding and planting can be developed into an industry, especially poultry raising in the forests, tobacco planting and vegetable planting. The training will certainly provide the guidance of science and technology and accelerate industrialization. In addition, they will help villagers to set up work groups or consortiums. A breakthrough of Zaogutian’s development is urgent now. To raise fund effectively, to gather wisdom widely and to get every possible resource, several families will be united to work in the same breeding or planting groups, totally up to their own skills and advantages. What’s more, to focus not just on current problems but also long-term development, they will help out in other terms like road-fixing, water-drinking engineering, improving living condition and enriching cultural activities. A Three-year Plan to improve living environment in all ways is undergoing right now, and further effort will be made, which will for sure change the current situation. Through effort of leaders and staff from Foreign and Overseas Chinese Affairs Office, villagers are united together and inspired with a firm determination to work harder and build a better-off life together.
