Introduction | Yunnan Opera is a typical type of opera with local characteristics and it has been passed down from generation to generation for more than 200 years. It is popular with all people in urban and rural areas of Yuxi. The Yuxi Municipal Yunnan Opera Theater was founded in 1952 and lots of brilliant literal and art plays which are very popular with the public have been made here. In order to better protect and promote this kind of intangible cultural heritage, the culture-centered and market-oriented Yuxi Old Zhoucheng Project with abundant cultural facility resources will be carried out to provide a larger place for people to communicate about the culture, participate in leisure activities and seek entertainment. The whole project covering an area of about 230mu and with a construction period of 3-4 years is mainly divided into four themed functional zones, including Charming Ancient Yunnan, Colorful Stage, Innovation Base and Beautiful Yuxi. |
Implementation Principle | In accordance with the Opinions of Yuxi Municipal Party Committee of the CCP and the People’s Government of Yuxi on Further Strengthening the Implementation Effort of Investment Promotions (YF [2013] No. 1), the project conforms to the industrial development planning of Hongta District. |
Construction Condition | Hongta District is located in the center region of Yunnan Province with convenient traffic conditions and pleasant weather. The total area of the land is 1,004km2 and the altitude of the central urban area is 1,630m. The whole district is subject to a mid-subtropical, humid and cold plateau monsoon climate with annual average temperature of 16℃. In 2014, the per capita GDP of Hongta District ranked first in Yunnan Province with total output value in Hongta District of RMB61.745 billion yuan, total output value of subordinate areas of RMB23.22 billion yuan and local financial revenue of RMB2.812 billion yuan. It has been listed in the Top 10 economically-developed counties in Yunnan Province for seven consecutive years. |
Supply of Main and Supplementary Materials and Availability of Labor Resources | Raw materials for the project including cement, steel, etc. shall be provided by local suppliers or purchased nearby. Availability conditions of the supplementary materials and fuels: water, power and gas are in sufficient supply. |
First-Phase Preparations and Progress | The project has been included in the 2013 urban upgrading and reconstruction planning of Yuxi. The Planning Department has formulated detailed stipulations on the reconstruction of the old city and has planned to put the stipulations into practice after approval from the Government of Yuxi City. |
Preliminary Evaluation on Environmental Impact | Discharging of waste water, waste gases and residues will not have a large impact on the environment and the project construction and operation will be conducted in accordance with the relevant national environment protection standards. |
