Introduction | The project starts from Jiangchuan County connected to Hongta District; ends at Jiangchuan Expressway; passes through Xiongguan Township; enters into Tonghai County; goes through Xingyi Village, Yuejiaying Village, Daxin Village, Putangying Village and Luozhuang District; finally ends at Xiushuigou Natural Village, where it meets the Jiantong Expressway. The whole line is 24.664km long. The main line is built into a bi-directional four-land expressway with a designated speed of 80km/h. The subgrade is 24.5m wide, being covered with asphalt concrete pavement. RMB3.4818 billion yuan in total has been invested into the project with a unit investment of RMB141 million yuan/km. |

Supply of Main and Supplementary Materials and Availability of Labor Resources | Raw Materials: limestone, sandstone and quartz sandstone are widely distributed in the area. There are lots of quarries along the line with materials being in sufficient supply. Steel can be purchased from Yukun Iron Steel Group. There are many large-scale cement plants in Yuxi producing all kinds of high-quality cements. Crude oil asphalt can be purchased from the asphalt supply station in Wangjiaying of Kunming. Supplementary Materials: there are lots of rivers and reservoirs along the line, therefore, the water for life and projects are in sufficient supply. The project site with large coverage scope of power grid is located close to the urban area, so power for the project can be supplied by the local electric power department. Labor Resources: Jiangchuan County and Tonghai County are of abundant labor forces. The project can provide plenty of jobs for the farm workers from different villages and towns. |
First-Phase Preparations and Progress | The Project Feasibility Study Report has passed the review of the Yunnan Development and Reform Commission and support report documents are still under preparation. |
Preliminary Evaluation on Environmental Impact | During the construction period and operation period, the project will exert impact on the surroundings. During the construction period, earth excavation and transportation will result in serious dust pollution and the waste gas and smoke dust produced by the construction machinery as well as the asphalt fume generated during the asphalt production process will have a short-term adverse impact on the atmospheric environment. After putting the project in to operation, the tail gas and noises produced by the automobile will have a slight impact on the atmospheric environment. |
Investment Estimation & Fund Raising | Investment estimation: RMB3.4818 billion yuan, about RMB141 million yuan per kilometer. Fund Structure: the project conforms to the national road reconstruction plan of Yunnan Province. The construction foundation fund of RMB870 million yuan shall be raised by the Yuxi Transport Bureau, local governments and the People’s Government of Yunnan Province through self-financing, accounting for 25% of the total investment. Other insufficient funds of RMB2.6118 billion yuan (excluding loan interest) shall be loaned from commercial banks, accounting for 75% of the total investment. Preliminary Economic Benefit Analysis | In accordance with the Project Feasibility Study Report, after putting the project into operation, the expressway toll is the only source of income. In line with the calculation carried out based on the current way of raising funds and charging standards, the traffic volume forecast results show that the financial internal rate of return will be up to 6.02%, 3.96% higher than the financial basic discounted cash flow rate, and the payback period will be 16.42 years. |
