2017 First BRICKS Employment Working Group Meeting Was Held in Yuxi
On April 19th, 2017 First BRICKS Employment Working Group Meeting was held by the world blue lake--- Fuxian Lake. Mr. You Jun, Deputy Minister of the Ministry of Human Resources and Social Security of China, Mr. Gao Feng, Deputy Governor of Yunnan Province, Ms. Deborah Greenfield, Deputy Director-general for Policy of International Labour Organization attended the opening ceremony and addressed the meeting.
Mr. You Jun pointed out that the basics for the world economic recovery were still insecure, and the economic growth was bleak. Due to mass population and unbalanced economic development, there were many difficulties in economic development, such as creating more employment opportunities, changing informal economy into formal economy, deducing technological difference for employment, and improving social security system. Thus the tasks were very heavy in economic growth and in changing growth pattern.
The leaders from BRICKS countries will meet in Xiamen in September 2017. The topic “enhancing BRICKS partnership and exploring brighter future” gives directions for the series of meetings of BRICKS employment. With the BRICKS spirit of “opening up, containment, cooperation, and win-win”, China would like to make full and effective exchanges with other countries and point out more harmonious and effective measures and suggestions to carry out the common consensus of the BRICKS leaders and ministers of labour and employment ministries, to contribute BRICKS wisdom and plans in promoting the global economic growth.
Mr. You Jun introduced the achievements in the development of human resources and social security in China. He said, Chinese government had paid high attention to improve livelihood with the people-oriented thought. More active employment policies had been carried out at the top goal of expanding employment to promote the economic and social development. Many measures had been carried out to improve employment opportunities. The pertinence and effectiveness in the vocational training were enhanced. The whole situation for employment maintained steadily. Aimed at being fairer and more sustainable, the social security system reform was further enhanced and the plan to universal insurance was accelerated. The social insurance coverage was enlarged constantly. 890 million people participated in endowment insurance and 1.3 billion people participated in medical insurance.
Mr. Gao Feng delivered welcoming speech at the opening ceremony. He briefly introduced the economic and social development of Yunnan Province, especially the achievements in employment, social security, vocational training in recent years. He said this was a good opportunity to learn experience and methods from the BRICKS countries to promote human resources and social security and to promote the economic and social development in Yunnan Province.
Ms. Deborah Greenfield pointed out that substantial achievements had been yielded in raising labour productivity, increasing salary, high skilled employment rate in BRICKS countries. Meanwhile, BRICKS countries were facing with challenges, such as informal employment, incompetent skill, skill surplus, defective social protection system. All countries should strengthen exchange, and learn from each other to promote social equity and justice.
Mr. You Jun and Mr. Gao Feng introduced Fuxian Lake and Yuxi to the delegates in their speech.
Mr. Zhang Dehua, Deputy Secretary of the CPC Yuxi Municipal Committee and Mayor of Yuxi Municipal People’s Government, extended his warm welcome to the delegates and introduced the economic and social development in Yuxi. He said the meeting provided a precious opportunity for Yuxi to building a friendship bridge. As the host city of the meeting, we would do our best to provide good services to guarantee the meeting a great success. He hoped Yuxi give guests a nice impression and looked forward to welcoming them to Yuxi again for tourism or investigation.
More than 80 delegates from labour departments of the BRICKS countries, international labour organization, international social security association and the leaders from concerned departments participated in the meeting.
