
Ten Measures to Prevent and Control Imported COVID-19 Cases in Yunnan Province

In view of the fast spread of COVID-19 outside China and the surge in the number of confirmed cases in Republic of Korea, Italy, Iran, Japan and other severely affected countries, Yunnan faces a risk of imported COVID-19 cases posed by inbound travelers from the affected countries and regions. To prevent imported COVID-19 cases and consolidate the progress being made in Yunnan, the following measures are hereby made based on relevant national requirements and local conditions.
1. Prevention and control measures shall be applied equally to all Chinese and foreign nationals. The local authorities shall accommodate foreign nationals’ legitimate concerns, and respect their religions and customs.
2. The immigration authorities shall investigate the travelers’ information and notify the customs for quarantine check before international flights arrive. When international flights land in Yunnan, the immigration authorities shall notify local governments and relevant departments about inbound travelers’ entry/exit information. Coordination and collaboration shall be further strengthened among the authorities related to immigration, customs, public security, transportation, railway, civil aviation, health, foreign affairs, and telecommunications at local levels.
3. The railway, civil aviation, and airport authorities shall work closely with immigration authorities to obtain the latest information of inbound travelers from the severely affected countries and regions. Travelers shall be required to take temperature, wear a mask and submit the Health Declaration Card at the above-mentioned places. Sound ventilation and disinfection shall be maintained in the transport facilities.
4. The customs shall categorize people with travel history to the severely affected countries and regions in the last 14 days into 3 groups at ports of entry, namely symptomatic people, close contacts and others. The detailed information shall be registered and notified to relevant authorities. The customs shall transfer the travelers to the local government for further arrangement and keep a track record.
5. Inbound travelers without symptoms who have visited the severely affected countries and regions in the last 14 days shall be placed under 14-day quarantine in designated hotels of entry city, and receive nucleic acid testing (NAT). Those who test positive or develop such symptoms as fever or cough during the quarantine period shall be promptly transferred to designated medical institutions for diagnosis and treatment.
6. Yunnan Health QR Code shall be used to manage people with travel history to the severely affected countries and regions in the last 14 days who enter Yunnan from other Chinese provinces. They shall be placed under 14-day quarantine in designated hotels of entry city, and receive NAT. Those who test positive or develop such symptoms as fever or cough during the quarantine period shall be promptly transferred to designated medical institutions for diagnosis and treatment.
7. Other inbound travelers shall submit the Health Declaration Card upon their entry. Body temperature measurement and medical inspection for them shall be conducted by the customs. Those with such symptoms as fever or cough shall be placed under medical observation by local authorities. For travelers without symptoms, those who have fixed residence or employer in Yunnan shall have health monitored by community committees or employers, and those who are on a short trip and have no fixed residence or employer in Yunnan shall follow the arrangement of the hotels or hosting institutions for health monitoring.
8. Inbound travelers tested positive for COVID-19 must be promptly transferred with negative pressure ambulances to the nearest designated hospital (Yunnan Provincial Infectious Disease Hospital, People’s Hospital of Dali Prefecture, and Pu’er People’s Hospital) for further diagnosis. Every prefecture/municipality shall designate a hotel as the quarantine center for foreign nationals. Community committees shall provide assistance to help self-quarantined foreign nationals with their needs.
9. Governments at prefecture/municipal level shall report to the Command and Yunnan Foreign Affairs Office about the confirmed cases, suspected cases, asymptomatic carriers, and close contacts regarding foreign nationals, as well as their quarantine updates at home or designated hotels.
10.Government departments and local authorities in Yunnan should take the prevention of imported COVID-19 cases as a priority of the epidemic containment. Responsibilities should be stressed to put the above-mentioned measures into full effect. Those who cause further spread of the epidemic due to inefficient implementation of the measures will be held accountable.
