Announcement on Further Strengthening Prevention and Control of Imported COVID-19 Cases

Announcement No. 14

 

Command of Leading Group on Novel Coronavirus Prevention and Control of CPC Yunnan Provincial Committee and People's Government of Yunnan Province

 

In view of the COVID-19 pandemic situation, the following arrangement is hereby made to further strengthen the prevention and control of imported COVID-19 cases.

 

1. Starting from Zero O’clock, March 27, 2020, all people who have international travel history in the last 14 days and enter Yunnan via airports (including those entering Yunnan for domestic transit) shall be put under 14-day quarantine for medical observation at designated centers at the first portof entry, and receive nucleic acid test. The fees incurred during the quarantine period, including the transfer cost, food and accommodation, shall be at their own expense. The inbound travelers who voluntarily receive nucleic acid tests twice and IgG/IgM test once at their own expense shall be discharged for home quarantine for 7 days after 7-day quarantine at designated centers, provided that all their three tests are negative.

 

2. Local governments of border areas must fulfill their jurisdictional responsibilities in strengthening prevention and control measures. The border-area inter-agency task force should be given full play to manage inbound travelers in a differentiated way. For people entering Yunnan via land ports, those who hold passports, or hold other valid travel documentsand have international travel history in the last 14 days, shall be put under 14-day quarantine for medical observation at designated centers at the first portof entry, and receive nucleic acid test. The fees incurred during the quarantine period, including the transfer cost, food and accommodation, shall be at their own expense. The inbound travelers who voluntarily receive nucleic acid tests twice and IgG/IgM test once at their own expense shall be discharged for home quarantine for 7 days after 7-day quarantine at designated centers, provided that all their three tests are negative.

 

3. All people planning to enter Yunnan from overseas shall inform their employers, hotels, community/village committees, or family members three days earlier before their arrival. The employers or family members shall immediately reportrelevant information to the community/village committees.

 

4. The customs shall strictly implement quarantine measures for inbound travelers at the ports of entry. The inbound travelers who are confirmed, or suspected to be infected with the virus, or are close contacts, or have fever or respiratory symptoms shall be, through a category-specific and seamless approach, immediately transferred to designated medical institutions at the local port of entry for medical observation and treatment in isolation. All people who are detected of having international travel history in the last 14 days at the immigration, customs, airports, train stations, communities or other places shall be directly transferred from the above-mentioned places to the local designated centers for medical observation.

 

The Announcement No. 12 & No.13 issued by the Command of Leading Group on Novel Coronavirus Prevention and Control of CPC Yunnan Provincial Committee and People’s Government of Yunnan Province shall remain valid and effective. In case of any discrepancy between the provisions hereof and that of No.12 & No.13, this announcement shall prevail.
