Introduction

The project plans to introduce enterprises into Xinping Industrial Park Guishan Area to implement the ostrich meat processing project, develop high-end ecological meat products and drive the majority of farmers to develop the ostrich breeding industry through the cooperation model of enterprise, base, association and farming households. Project land use planning: a 40mu area for an ostrich meat processing district, a 500mu area for an ostrich hatchery and breeding base (located in Yani Community). The total investment is RMB100 million yuan and the construction period is one year.

Implementation Principle

The Project adheres to the national industrial development policy, complying with the industrial development planning and industrial park district land use planning of Xinping County.

Construction Conditions

Xinping County is located in southwest Yunnan Province and the east side of the middle section of the Ailao Mountains with a total area of 4,223km² with a mountainous area of 4,139.6km². The maximum elevation is 3,165.9m and the lowest is 422m inside the county. As for the climate type, the whole county can be divided into a river valley high temperate region, mid-level warm region and alpine cold temperate region with remarkable vertical three-dimensional climate characteristics. The annual average temperature is 18.1℃ with an annual sunshine of 2,612 hours with the 312 days frost free and annual average precipitation of about 900mm. The mountainous area of Xinping county is vast, hence it is available for ostrich breeding. As the juncture of three international great channels including the Kunming-Bangkok Road, Chuxiong-Hekou Expressway and center line (under construction) of the Trans-Asian Railway, Xinping County is at a convenient logistic crossroad and the conditions are favorable and infrastructure is favored for enterprises to set up shops.

Supply of Main and Supplementary Materials and Availability of Labor Resources

Raw Materials: Materials for the project's construction can be purchased close township within the county. We can mobilize local farmers for large scale breeding of ostriches to satisfy the needs of enterprises for the project processing materials.

Supplementary Materials: The project has abundant supply of water, electricity and gas, etc. The price of industrial water supply is RMB3.8 yuan/m³, standard of Yunnan Province, the lowest price of electricity is RMB0.324yuan/KWh (June-November) and the highest price of electricity is RMB1.288 yuan/KWh (January-April and December). The electricity prices are different in the wet season dry seasons. Leading agricultural enterprises have the right to enjoy preferential electricity policies.

Labor Resources: The population of Xinping County is 285,000, 220,000 of which are part of the labor force. The average salary of a laborer is approximately RMB1,800 yuan/month.

First-Phase Preparations and Progress

The feasibility study has been finished and site selection has been completed.

Environmental Impact

The project will produce pollutants such as sewage, excrement, etc. A sewage treatment plant sits downstream of the project site, sewage produced by the enterprise can be directly discharged into the plant for disposal. The excrement of ostrich and waste materials can be supplied to the local farmers for making organic fertilizer. The project will have less impact on the surroundings.

Preliminary Economic Benefit Analysis

After the project is put into operation, an annual processing volume of 50,000 ostriches can be realized, an output value of RMB150 million yuan will be reached and a profit of RMB25 million yuan can be achieved with a payback period of five years.
