Introduction

Supported by the Yunnan Molecular Medicine Research Center, Faculty of Life Sciences and Technology, KMUST and Yunnan Academy of Applied Technology, the project is organized by Technology Industry Operation and Management Co., Ltd, KMUST. With an investment of RMB240million in Yuxi High-tech Industrial Development Zone, the project is to manufacture 2.5 million laboratory diagnostic standard reagents, 1 million of cases of antibiotic resistance rapid diagnostic kits and accessory products and 4 million cases of pathogen classifiers and molecular diagnostic products for early detection of inherited heart diseases. The project intends to realize the standardization and localization of the products and to break up the monopoly of foreign brands with high property price ratio and local predominance. The project covers an area of 60mu and is totally invested RMB240 million with 2 years of construction period.

Implementation Principle

Decision of the State Council on Accelerating the Fostering and Development of Strategic Emerging Industries, the 12th Five-year Plan of the Biopharmaceutical Industry Development of Yunnan Province, With Policies on Promoting the Development of the Biopharmaceutical Industry of Yunnan Province, Suggestions for Implementation on Supporting and Promoting the Development of the Chinese Traditional Medicine Industry and the 12th Five-year Plan of Yuxi National High-tech Zone.

Construction Conditions

The Southern Area in Yuxi National High-tech Industrial Development Zone is a key construction area since the High-tech Zone has founded. Infrastructure such as water, electricity, gas, communication and transportation are fairly completed so far. Biopharmaceutical enterprises are abundant in the High-tech Zone. Water, electricity and communication can be introduced through the municipal pipe network with superior construction conditions.

Supply of Main and Supplementary Materials and Availability of Labor Resources

The main and supplementary materials of the project can be easily obtained in the market. Water, electricity and gas needed in the program are in sufficient supply. The average price of a local laborer is about RMB2,000 per month.

First-Phase Preparations and Progress

The project has completed its business plan and preliminarily sited in Yuxi High-tech Zone. The technically supported unit of the project, the Yunnan Molecular Medicine Research Center, is founded jointly by the Kunming University of Science and Technology, Yunnan Provincial Science and Technology Department, First People’s Hospital of Yunnan Province. Its advantages lie in policy support, research strength, product development, basic and clinical combination, domestic and international cooperation. At present, diagnostic reagent products have met the requirements for industrialization.

Preliminary Evaluation on Environmental Impact

The project has little influence on the environment with no exhaust gas and waste residue.

Investment Estimation & Fund Raising

Investment Estimation: total investment is RMB 240 million. Fund Raising Channel: The money needed in Phase I is raised by KMUST itself. Phase II will introduce some money to accelerate project construction and the industrialization of research findings.

Preliminary Economic Benefit Analysis

Annual revenue reaches RMB600 million, total profits RMB160 million, income tax RMB24 million. The internal rate of project investment is approximately 26.9% and the payback period of the project is 5.2 years.
