Introduction

The Logistics Zone project is located in Jiulong Sub-district, Tonghai County, which is in southwest of the Yuxi-Mengzi Line of the Trans-Asian Railway and beside the Yuxi-Tonghai Highway. The project will construct a logistics distribution center, warehousing center and zone road. The project is aimed at promoting the circulation of commodities, comprehensive development of the logistics industry and active promotion of industry development. The project will cover an area of 500mu with a total investment of RMB1 billion. The construction period is 3 years.

Construction Condition

Tonghai County is rich in products. Its agriculture, light and handcraft industries and commerce have developed very well since ancient times, which have brought it renowned as a miniature Yunnan and miniature Kunming. The National Advanced County for Flu-cured Tobacco Production and Acquisition has been approved for 14 consecutive years and is listed as a Pilot for Economic Development of the County, The Action Plan Demonstration County for Green Vegetables and Hardware Mechanical and Electric Characteristic Zone. The anti-quake standard for project construction reaches to level 8, enjoying the national preferential policy of Western China Development.

Supply of Main and Supplementary Materials and Availability of Labor Resources

The water, electricity, gas and other auxiliary materials are in sufficient supply for the project, and the traffic is convenient; The water price is RMB4.9/m3 and the electric price is RMB0.45-0.8/kwh. As there are nearly 150 thousand laborers in the county, labor resources are sufficient. The labor price in Tonghai County is about RMB2,200/month.

First-Phase Preparations and Progress

At present, Tonghai County is declaring renovation projects for shantytowns, and preliminary investigations and planning have been completed. Jiulong Sub-district shantytowns renovation involves 2,421mu of land renovation, including 1,686mu for shantytowns and 735mu for area outside the shantytowns. An area of 360mu can be used for resettlement land, and 2,061mu can be transferred. The first-class land development project in Jiulong Sub-district tends to cost about RMB4.2 billion. According to the plan, the land of the Logistics Zone project can be transferred to the renovation project of shantytowns, and the project fund can be financed by Yunnan Branch of China’s Development Bank.
