Brief description of the project

The project requires a total installed capacity 100 megawatts, construction area 2,000 mu, gross investment 1 billion yuan, and two years for construction.

Construction conditions

• The road construction in Dapingdi Village confirms with the requirement of the project. The county has mild climate and sufficient rainfalls. It belongs to middle-subtropical humid cool-winter plateau monsoon climate with minor range of annual temperature and major difference between day and night. It has 276 frost-free days and 17 frost days, annual average sunshine 2,286.3 hours and 52% of sunshine rate, annual total solar radiation 128.079 kilocalorie per square centimeter. In 2014, the balance of deposit and loan of all financial institutions in the county reached 10.54 billion yuan and the loan balance amounted to 7.47 billion yuan. The county realized GDP 7.9 billion yuan and local revenue 500 million yuan. Total sales of consumer goods was 2.38 billion yuan. Fix asset investment reached 2.7 billion yuan. The average dispensable income of urban residents reached 27,062 yuan and the average dispensable income of rural residents reached 11,475 yuan. The construction will follow the earthquake-resistance level 8. It enjoys the preferential policies of the state’s development of the western regions.

Supply of major materials and supplementary materials, and labor force

The supply of water, power, gas, and other supplementary materials is sufficient. Transportation is convenient. Water is charged at 4.9 yuan per cubic meter. Power is charged at 0.45 to 0.8 yuan per kilowatt. Labor force is abundant. There is about 150,000 redundant labor force in the county. The average rate of employment is around 2,200 yuan per month.

Preparation and progress

1. The appraisal of the project has been completed and it was submitted to the Municipal Development and Reform Commission for filing in 2014.

2. Local villagers are supportive and willing to rent their land.
