Introduction

Jasmine flower with a fresh and light scent is cold in nature and features the functions of soothing the nerves, cleaning the liver and improving vision, reducing blood pressure, strengthening the heart, preventing tooth decay, stopping radiation, strengthening the immune system, preventing the cancer and turning back the clock, prolonging life and invigorating the body and mind. A 2,000mu jasmine flower production base will be established to propagate pollination and a jasmine flower extract (essence) processing plant covering an area of 3,000m² will be built for deep-processing. Each year, 5 tons of jasmine flower extract, 2.5 tons of essential oil, 10 tons of spices and 10 tons of perfume will be produced. The construction period will last for 10 months as of the date of commencement after all the administrative approval procedures have been handled. The total investment is RMB300 million yuan.

Construction Condition

Water, power and road infrastructure are adequate and the construction conditions are relatively good.

Supply of Main and Supplementary Materials and Availability of Labor Resources

Raw Materials: Yuanjiang is the second largest jasmine flower planting base with an area of 7,800mu, providing sufficient main materials for the project construction.

Supplementary Materials: there is a 1 million-ton cement plant and lots of stone material factories with high-quality materials, sands can be collected from there through short-distance transportation. Steel can be purchased directly from material market or directly allocated and transported from manufacturer.

Labor Resources: rich in labor resources (most of the labor resources come from Yuanjiang County, Honghe County and Mojiang County and the labor cost for each person is about RMB15,000-20,000yuan/year).

First-Phase Preparations and Progress

The Overall Plan for the Yuanjiang Nickel Industry Special Industrial Park has been prepared and land for project has been obtained. Presently, 7,800mu land has been used for growing jasmine flowers to provide sufficient main materials for the project.

Preliminary Evaluation on Environmental Impact

The industrial wastewater including the wastewater generated from the washing of the main material and equipment cleaning and small amount of chemical reagent waste liquid generated during chemical testing as well as domestic wastewater cannot be discharged unless the drainage standards have been met. The machinery noise generated during the production processing is at a low acoustic sound level, having no adverse impact on the health of operators, surrounding companies and residents. The project will not pollute the surroundings and there is no source of pollution around the plant.

Preliminary Economic Benefit Analysis

The domestic spices extractive technology has been developed, being of the condition for industrial exploitation. The jasmine flower planting area in Yuanjiang has been expanded to 7,800mu. Suppose that the total planting area is 5,000mu, each mu produces one ton of flowers, about 2.3kg of essential oil can be extracted from each ton of flowers and each kilogram of essential oil is value at RMB12,800 yuan, an annual production capacity of more than 10 tons of essential oil and an annual output value of RMB120 million yuan will be achieved.
